Pc capping download speeds at 200mbps

I tried connecting my PC straight to my modem (my ISP is Optimum), where I had the download speed of 200 mbps that I should be getting, but

The promise that TV13 would transfer files at up to 200 Mbps is FALSE. Are they throttling the speed because of this. this is only reason I can think of. It is so bad its Upload to dropbox and then download it on the client computer 2 min max. With my pc I only get 10 mbps downloads and getting full 15 mbps upload. I dont know why my laptop is limiting my network download.
